JET-BHR in Peninsular Malaysia This report analyses Malaysia's energy transition progress through the Business and Human Rights lens, examining how Just Transition can protect and empower workers, Indigenous peoples, women, and vulnerable communities. NBA-BHR KAMY authored the Environment chapter in Malaysia's first National Baseline Assessment on Business and Human Rights, spearheaded by the Legal Affairs Division of the Prime Minister's Department (BHEUU). Our contribution examines critical issues including the need to establish a constitutional right to a clean, safe, and sustainable environment, and enact a Climate Change Act with legally binding targets. Towards a Feminist Just Energy Transition in Asia A regional policy brief developed by the Asia Feminist Coalition; this document outlines a path towards a feminist-led just energy transition in Asia. It critiques the existing energy system, identifies key principles of a feminist transition, examines global macroeconomic barriers, and presents actionable recommendations for policymakers in the energy ecosystem. Heartbeat Voices from Indigenous Youth of Peninsula Malaysia The "Sekolah Iklim" report highlights the experiences of Orang Asli youth in Peninsular Malaysia amidst climate change. It discusses their struggles with socio-economic hardships and environmental threats, emphasising their resilience and adaptability. The report critiques prevailing legal frameworks and advocates for stronger Indigenous land rights and inclusion in climate governance. Business and Human Rights (BHR) An advocacy initiative that calls for the constitutional recognition of the right to a safe, clean, healthy, and sustainable environment in Malaysia. This programme links corporate responsibility, climate justice, and human rights, with a focus on regulatory reform and public awareness around environmental harm caused by industries. Orang Asli (Indigenous People in Peninsular Malaysia) Weaving Hopes for the Future : Launched in 2021, this Indigenous-led initiative amplifies the voices of Peninsular Malaysia’s Orang Asli—especially young women—through art, film, and cultural storytelling. From highlighting the issue of Loss and Damage at COP26 to producing a community report on the Jakun people in Pahang presented at COP27 and COP28, the programme centers Indigenous knowledge in climate discourse.     SEKOLAH IKLIM Climate Report Heartbeat Voices from Indigenous Youth of Peninsula Malaysia Suara Nadi Belia Orang Asli Semenanjung Malaysia Executive Summary The Orang Asli youth of Peninsula Malaysia are at the forefront of the climate crisis, facing severe impacts from environmental degradation, legal logging, mono-crop plantations, mining, and inadequate emergency responses to natural disasters. These challenges threaten their ancestral land rights, health, and cultural heritage. Marginalized communities disproportionately bear the cost of the transition to renewable energy, with projects risking the erasure of historical sites and undermining Indigenous territorial autonomy. The report emphasizes the critical role of Orang Asli youth in climate governance, advocating for policy reforms that include their voices and safeguard Indigenous land rights, in line with the UNDRIP and SUHAKAM's recommendations. Download (9.7MB) About the Researcher Kasih Leia Ixora Azhar, a University of Nottingham Malaysia grad, passionately merges her International Relations study with advocating for Malaysia's Orang Asli rights. Her 2022 research in Pekan-Rompin peeled back layers on the Jakun Orang Asli's plight, spotlighting land rights and environmental woes. Beyond academia, Kasih's heart beats for local arts and culture, contributing as a writer and musician, amplifying her advocacy through creativity. In "Heartbeat Voices from Indigenous Youth of Peninsula Malaysia, " Kasih collaboratively amplifies the voices of Orang Asli youth, working alongside them to push for critical changes in climate governance and the acknowledgment of Indigenous rights. Her efforts are part of a collective call to action, championing policies that genuinely incorporate and defend the voices most impacted by environmental injustices.

Climate change and disaster risk reduction 52.⁠ ⁠The Committee welcomes the initiatives aimed at green growth and advancing climate action implemented by the Malaysian Green Technology Corporation. However, it notes with concern: (a) Reports of river water contamination in Indigenous areas, which disproportionally affect Indigenous women and girls; (b) Challenges Indigenous women and girls face in maintaining their traditional lifestyle, with adverse health impacts, due to climate change and territorial loss, coupled with changes in their food systems (c) The lack of a gender perspective in policies and programmes on climate change, disaster risk reduction and transition to renewable energy. 53.⁠ ⁠The Committee recommends that, in line with its general recommendations No. 37 (2018) on the gender-related dimensions of disaster risk reduction in the context of climate change and No. 39 (2022) on the rights of Indigenous women and girls, the State party review its climate change and disaster response strategies, taking into account the negative effects of climate change on the livelihoods of women, especially rural and Indigenous women, and ensure that women are meaningfully involved in the development, adoption and implementation of legislation, policies and programmes on climate change, disaster response and disaster risk reduction by, in particular: (a) Collecting disaggregated data on the impact of climate change and natural disasters on women and girls, including rural and Indigenous women and girls; (b) Ensuring the incorporation of a gender perspective in climate change and disaster risk reduction strategies, renewable energy legislation, financing and programmes in order to address the specific and unique needs of women and girls and build their resilience and effective adaptation to climate change; (c) Taking measures to address the specific impact of climate change on women’s livelihoods and access to resources, and ensuring their economic empowerment in the transition to a green economy.
